You buy wire in a 90-metre coil and sell it by the metre. Pipes are cut to length, cement moves by the bag, and fittings are counted in pieces or dozens. Every one of those conversions is a chance for the bill to be wrong.
Add site deliveries, contractor credit accounts and consignments that comfortably cross the e-way bill threshold, and the format needs to carry more than a list of items. This page covers unit handling, HSN accuracy and the documents that go with the material to site.
What this format must carry

Getting multi-unit billing right
The safest approach is to define, for each item, the unit you purchase in and the unit you sell in, along with the conversion between them. A coil of wire bought at 90 metres and sold by the metre should deduct 12 metres from stock when you bill 12 metres — not one coil, and not an amount somebody works out on paper at the end of the week.
Where material is weighed or cut, bill the actual measured quantity with decimals. Rounding up half a kilo on every sale looks trivial and adds up to a genuine dispute with a contractor who is buying steel every week and checking his own totals.
HSN codes across a mixed shop
A hardware shop is really several shops sharing a counter — cement and construction chemicals, steel and fasteners, plumbing and sanitary, electricals, paint, tools. Each family has its own HSN chapter, and applying the same set of codes from your biggest line to everything else is a common shortcut that shows up in the rate-wise summary.

Site delivery, challans and e-way bills
Material going to a site on a sale moves on the tax invoice. Material going out for trial fitting, or returning to a supplier, moves on a delivery challan. Either way, once the consignment value crosses ₹50,000 an e-way bill is required, and a single load of cement or steel clears that threshold without effort.
For site deliveries, get a signature on the delivery copy at the site itself. In this trade the most expensive arguments are not about tax — they are about whether forty bags or thirty-eight were actually unloaded.
