Cash memo format for over-the-counter sales

The slip you hand a walk-in customer who pays on the spot — and what it must contain once you are registered under GST.

Cash memo is a shop-floor term, not a legal one. It describes the bill given to a customer who pays immediately and walks out with the goods, as against a credit bill that goes into the party's ledger. Under GST, the distinction is about payment, not about the document type.

That leads to the point most shopkeepers miss. If you are registered, the cash memo you hand across the counter is a tax invoice, whatever it says at the top. It has to carry the same particulars, and it goes into your outward supply reporting like any other bill.

What this format must carry

Every field below, with whether it is mandatory and what it is for.

Cash memo, tax invoice, or bill of supply?

If you are registered as a regular taxpayer and the goods are taxable, the counter slip is a tax invoice and needs the Rule 46 particulars. If you are a composition dealer, it is a bill of supply and carries no tax column. If you are not registered at all, it is a plain cash memo with no GST anywhere on it.

The title printed at the top does not change any of this. Many shops print "Cash Memo" out of habit on documents that are, legally, tax invoices. That is fine as long as the required fields are present — but you cannot use the label to avoid the fields.

The ₹200 relief for small counter sales

For sales below ₹200 to unregistered customers who do not ask for a bill, you need not issue an individual invoice for every transaction. Instead you raise a single consolidated tax invoice covering all such sales at the close of the day.

Most shops still print a slip for every sale, and they should — customers expect it and your own day-end cash count depends on it. The relief is useful mainly for very high-volume, very low-ticket counters.

Keeping cash sales clean

Cash sales are where books go wrong quietly. Run one unbroken series per counter, record cancelled bills instead of tearing them up, and close the day by matching total memo value against cash, UPI and card collections. A gap in the series is the first thing an officer looks for.

Also remember Section 269ST of the Income-tax Act: you cannot accept ₹2 lakh or more in cash from one person in a day, or against a single transaction, and the penalty falls on the receiver.
